China seeks deal to halt North Korea nuke, missile development

North Korean leader Kim Jong Un supervised the test launches of four missiles by an army unit commissioned with attacking USA military bases in Japan, the country's official news agency reported on Tuesday, stepping up threats against Washington as its troops conduct joint military exercises with South Korea.

Now, a potential resolution China proposed Wednesday calls on the USA and South Korea to suspend those operations, in exchange for North Korea's full stop of its nuclear and ballistic missile programs.

South Korea's acting President Hwang Kyo Ahn has condemned the launches as a direct challenge to the global community and said Seoul would swiftly deploy a United States anti-missile defence system despite angry objections from China.

Japan yesterday moved to the highest possible alert level after North Korea fired four ballistic missiles simultaneously into nearby waters, the latest provocation from North Korean leader Kim Jong-un's regime.

The current situation on the Korean Peninsula has angered China as the United States has begun to deploy the THAAD missile defense system to South Korea.

Last week, Seoul and Washington began their annual joint military exercises.

An official from South Korea's Defense Ministry, who didn't want to be named, citing office rules, said that the equipment that arrived in South Korea included launchers, but didn't confirm how many.

The missiles travelled about 1,000km and reached an altitude of 260km, a spokesman for South Korea's Joint Chiefs of Staff said. The council has imposed six sets of sanctions on North Korea - two of which were adopted previous year to significantly ramp up measures and deny Kim's regime hard currency revenue.

"We believe that the deployment disrupts strategic balance of the region, undermines strategic and security interests of countries in the region including China, and does harm to peace and stability of the Korean Peninsula", Geng said of Thaad.

Both South Korea and Japan issued statements condemning the launch.

"The global community needs to understand every country is in danger from the actions of North Korea", Haley said Wednesday.

"North Korea has again manifested its rejection of calls from the worldwide community to cease its ballistic missile launches".

Pyongyang criticized the maneuvers, calling them a preparation for war against the North.

Similar proposals have been rejected by the U.S.and South Korea in the past, arguing that the missile tests defy worldwide law and should not be negotiated.

China's foreign minister on Wednesday came up with a new proposal to alleviate tensions stemming from North Korea's nuclear and missile development programs.

The Yonhap news agency said the THAAD deployment could be completed in one or two months.
