Will Obamacare replacement pass the House?

Instead, Ryan spent part of his news conference disputing suggestions that he and Trump are at odds over the health bill, rumblings that originate with Ryan's very reluctant support for Trump during the presidential campaign.

Cotton is warning House Republicans against voting for the bill, cautioning that it could die in the Senate and cause political pain for all its supporters, and threatening to withhold his own vote unless it becomes more to his liking.

House Republicans scheduled a vote for Thursday on the health care replacement bill, as President Trump said he's convinced over a dozen members of the Republican Study Committee to support the plan.

The panel voted to urge Republican leaders to allow House floor amendments tightening Medicaid spending more than the bill does.

In his weekly press conference, House Speaker Paul Ryan also indicated he was open to fixes to the bill. We're less than a month into total Republican control of the presidency and both House and Senate, and certain, totally predictable things are evident. "He is a constructive force to help us get to a resolution so that we get consensus on how to repeal and replace Obamacare".

Four sitting Republican governors have come out against the GOP health care bill. It eliminates some of Obamacare's requirements for services health plans need to cover, and it sunsets an expansion of Medicaid over several years, an element causing great consternation with moderate-leaning Republicans but one that conservatives want to move up faster.

"It provides nearly no new flexibility for states, does not ensure the resources necessary to make sure no one is left out, and shifts significant new costs to the state", the letter says.

The job of the whip team has only been made more hard this week by a non-partisan Congressional Budget Office score showing that 24 million more Americans could be uninsured in the next decade if the Republican bill to repeal Obamacare is passed.

For one, they argued that the GOP shouldn't replace the Affordable Care Act's subsidies with "yet another healthcare entitlement", in reference to the AHCA's tax credits.

The key question is whether Trump is able to convince enough Republicans to toe the line and help pass the bill in the House, where Republicans can afford no more than 21 defections if all Democrats vote no, as expected. Rep. Robert Aderholt, R-Ala., among those who met with Trump, said the president "told his people" to work on changes making the measure more generous for lower-earning and older Americans.

"Oh heck, yes", said one conservative leader, Rep. Jim Jordan, R-Ohio, asked if the GOP legislation needed changes to win his support.

Representative Charlie Dent, following a meeting of moderate Republicans with Pence, told reporters that speeding up the termination of the Medicaid expansion was a "non-starter".

"I think we're going to have negotiation", he told Fox News' Tucker Carlson.

They are pushing for such changes as moving up the bill's 2020 freeze on Medicaid enrollment expansion to 2018. Charles Grassley, R-Iowa, said the measure lacked the votes to pass in the Senate, where Republicans hold a precarious 52-48 majority.

The House GOP bill repeals elements of the Obama law, including the "individual mandate" that penalizes people who don't have insurance. Obamacare expanded its eligibility and increased funding for it, which enabled about 10 million previously uninsured Americans to obtain medical insurance. Experts said the report undercuts Republican claims that the health law's insurance markets are teetering toward collapse, which they say makes repealing the law crucial.
